What if I don't own the conduit?

If you are going to use locking plugs as leverage to get paid, you must do it professionally to avoid criminal liability or "tortious interference" claims.

Use Professional Locking Plugs: This demonstrates that the system is preserved, not damaged.

Be Transparent: Send a notification: "Work is 100% complete and testing was successful. System is currently secured with safety locks pending final account settlement. Unlocking and final turnover will be scheduled immediately upon receipt of payment."

Pass the Mandrel Test First: You must prove the pipe is good before you lock it. If you lock it without proving it's clear (via a mandrel pull or air test), they will just assume you crushed the pipe and refuse to pay anyway.
